Wesley J. Marshall, Jr. is a partner at Morrison Mahoney LLP.  He is a member of the Environmental and Land Use Law Group, where he provides counsel and representation to clients on a wide range of environmental matters before state and federal regulatory agencies.  He also represents clients at all stages of complex environmental litigation in state and federal courts throughout New England.  Mr. Marshall has substantial experience in both the private and public sectors, with a special interest in environmental liability and compliance issues as they relate to business and real estate development, property ownership and transfer, insurance coverage and lender liability.  Mr. Marshall, a certified mediator, is a member of the firm’s ADR Services practice area and is a volunteer at the BBA/BMC Alternative Dispute Resolution Program.

Mr. Marshall regularly represents clients in dealings with the United States Environmental Protection Agency, the Massachusetts Department of Environmental Protection, various other  state and local agencies and private parties dealing with, among other things, state hazardous waste sites and federal Superfund sites.  He has provided compliance counseling and legal advice in a wide range of corporate, real estate and financial transactions and works with clients to develop, implement and maintain effective environmental management programs.  Mr.  Marshall assists clients in interpreting, complying with and/or negotiating the terms and conditions contained in the complex governmental regulations, permits and contracts covering a wide range of issues affecting special projects and day‑to‑day business operations.

Prior to joining Morrison Mahoney LLP,  Mr. Marshall served as General Counsel and Assistant Secretary to the Secretary of Environmental Affairs, Massachusetts Executive Office of Environmental Affairs and General Counsel to the Massachusetts Office of Coastal Zone Management, where he helped draft the "Chapter 91" regulations, the regulations governing the controversial development of the downtown Boston waterfront, and as an enforcement attorney for the United States Environmental Protection Agency. He was also Regulatory Advisor to Stone & Webster Engineering Corporation, where he advised the company on a range of issues including contract compliance, compliance with state and federal minority hiring policies, and project licensing.

Mr. Marshall, who received a B.A. degree from the University of Rochester and a J.D. from Boston University School of Law, is admitted to practice in Massachusetts and is a member of the American Bar Association and the Boston Bar Association, Environmental Section. He is also a former member of the Board of Directors of the Environmental Business Council of New England, a member of Black & White Boston, a former Trustee on the Board at the New England Aquarium, Chairman of the Environmental Issues Committee of the Smaller Business Association of New England, a member of the ASTM Committees on Environmental Risk Management and Assessment, a member of the LSP Association, and a member of the Advisory Council of the International Oil Marketers Association.  He has published numerous articles and appeared as guest speaker on environmental law.
